オリパラ大会規約ＨＰの、読むのが疲れる文章

友人に教えてもらった、興味深いページです。

（問）選手村に、宅配便は送れますか？
（答）大会期間中の選手村への宅配便については、選手・関係者の安全・衛生管理の観点から村内に滞在中の選手、関係者の受け取りの意思が事前に確認できているもの以外は、選手村で受け取ることはできません。 また、危険物等は受け取ることができません。その他、お届け時間帯指定、付帯サービス（クール、着払い等）も対応できません。


規約ＨＰの英訳は、

（問）Can I send packages to the athletes' villages?
（答）Regarding the delivery to the athletes' villages during the competition, from the safety /sanitation management point of view of athletes and officials, it should not be received at the athletes' villages, except that, the athletes' staying in the village and the intention to receive it can be checked in advance. Also, dangerous goods, etc. cannot be received. Other than that, it does not respond to the designation of the receiving time and the ancillary services(cool delivery, cash on delivery, etc.).

と書かれています。

契約書風に書こうとした意図が感じられますが、そのせいで一文が長くて、
読みにくくなっていると思います。
また、itが指すものが何なのか、少し把握しづらいです。

ちょっと書きなおしてみました（細かい文法については、ネイティブチェック済です）

（問）I would like to send a package to an athlete staying in the Olympic Village. Am I allowed to do that? If so, how can I send it?
（答）For safety and sanitary reasons, the Olympic Village office manages all deliveries. The office can receive packages as long as all of the following three conditions are met:
1. The package does not contain any hazardous or perishable material.
2. The resident or user of the village submits a package reception form in advance.
3. The delivery is not cash on delivery (COD), date/time-specified delivery, or a refrigerated package. (The office staff are not always available for such operations.)
