国際規格IECの中に、
shall not A and Bという形の文がありました。
"To minimixe the loop inductance of any connecting leads between the generator and the equipment under test, the leads shall not exceed 3m and be bound together for the majority of their length."
下線部は、「長さは3m以下にして、束ねること」なのか「長さは3m以下にして、束ねないこと」なのか、一見するとはっきりしません。
下線部は、クリアな文にすべく、shall not exceed 3m and shall be bound togetherの方が良いのではないかと思いました。
googleで「shall not be * and be」で調べると、「Aではなく、Bではある」というパターンが多かったです。しかし、URLから判断してネイティブではない人が書いたと思われる文では、「AでもBでもない」という意味と判断できるものもありました。
「Aではなく、Bではある」のパターン
・Penciled bids shall not be accepted and be rejected as non-responsive.
・Seller shall not be liable for and be held harmless from damages~~.
「AでもBでもない」のパターン
Products having failed to pass the inspection shall not be sold and be used in China.
